ECO4 Insurance FAQ
For energy efficiency contractors, installers, landlords, and retrofit professionals
ECO4 (Energy Company Obligation Phase 4) is a UK government scheme requiring energy suppliers to fund the installation of energy efficiency measures in qualifying homes.
ECO+ is an extension to help more properties benefit, including middle-income households and broader housing stock.
Measures include:

- Boiler replacements
- Loft and cavity wall insulation
- Air source heat pumps
- Solar panels
- Whole-house retrofit projects
Typical roles include:
- Retrofit assessors and coordinators (PAS2035 compliant)
- Installers and trades (boilers, insulation, solar)
- Project managers and surveyors
- Landlords using ECO to upgrade stock
- Housing associations
- Subcontractors working under TrustMark-approved companies
Because of the public funding, high compliance requirements, and physical works on homes, a combination of specialist insurances is required, such as:
Core Cover:
- Public Liability Insurance – Protects against injury or damage to property (required by TrustMark and PAS2030)
- Employers’ Liability Insurance – Mandatory if staff or subcontractors are employed
- Contractors All Risks – Covers works in progress, materials, and on-site liabilities
- Professional Indemnity – For retrofit assessors/coordinators giving advice or assessments
- Installation Warranty Insurance – 25-year cover for works like insulation (required under ECO)
Optional/Recommended:
- Non-Negligence Insurance (JCT 6.5.1) – Especially for solid wall insulation or major works
- Tools & Equipment Cover – Including while stored in vans or on-site
- Cyber Insurance – If managing tenant data or digital compliance submissions
- Legal Expenses Insurance – For disputes with councils, clients, or contractors
- Not having Professional Indemnity for coordinators or assessors
- Assuming standard Public Liability covers government-backed installs
- Failing to provide valid installation warranties or meet PAS requirements
- Under-insuring multiple teams or subcontractors
- Small ECO installer: From £500–£1,500/year
- Full retrofit coordinator setup with CAR and PI: £1,500–£3,000+
- Larger TrustMark-approved installer with teams: £5,000+/year
